I wonder if more unconventional NFL tactics would lead also to new forms of "NFL talent." People who are dubbed merely "good college players" could become good NFL players in an innovative system. And I'd bet they'd come in under the salary cap too. Look what Wake Forest accomplished with players who were/are considered "less talented."
