For pungent garlic hands: Dry-wash your hands with coffee-grounds. The ground will absorb the garlic smell.

Yes, your hands may smell of coffee but then you "rinse" with an after dinner mint. It's like a meal for your hands.

My brother was a cook for several years. I believe he used lemons to get rid of the onion smell.

Aside from that, why would you ever want to remove the smell of garlic from your hands?
